The club was founded as FC Borussia 1904 Fulda and adopted the name 1. SV Borussia 04 Fulda in 1923 after a merger with Radsportclub 1907 Fulda and Kraftsportklub Germania Fulda.
Following the reform of the German league in 1933 under the influence of the Third Reich, the club was placed in the new top-tier Gauliga Hessen. Fulda immediately won the championship and thus qualified for the final round for the national title. There, the club failed to impress, trailing only Hallescher FC Wacker in the group stage. For the next two seasons, the club was defeated by FC Hanau 93 in the final standings and was relegated in 1938. After one season, the club returned and won the championship again in 1941. In the final round, the club finished last in a group with Schalke 04 and Hannover 96. The following season, the club was even eliminated in the preliminary round by SV Dessau 05. In its last appearance in the final round in 1943/44, the club was humiliated 2-9 by Dresdner SC.
